Think of it more like lego, the set may come with a few designs on the box but you are not limited to making these designs. You might start and finish with a particular preset but you certainly do not have too. The existing presets are there as examples or starting points. While nik collection does have built in presets you can create your own starting from an existing preset or from scratch.

HDR efex will let you save the composite image as a new file. If you wish to make a HDR image it may take a little ground work make copies of say 3 images and place them in a folder and then use HDR Efex to open them. Photoshop Elements may not have the ability to pass more than one image to the HDR plugin but that's a limitation of elements and not the plugin. Silver Efex is a series of B&W presets, but not being a B&W fan I cannot make a comment. Sharpener is no too bad but does tend to produce a lot of noise. HDR Efex is not a proper HDR as it only uses on image and not several. I would tend to believe the last group, the first group just haven't figured out how to do so. Sometimes some folk will say the plugins do not work with a particular program, and others say they do. With a layer based image editor a layer is created and passed to the plugin and this is returned and stacked on the layer stack. They are designed with the exception of the hdr module to be opened with a single argument, an image file either jpeg, Tiff or Png, and return that image file modified. e.g there is no print menu item because that is a job for the host program. Yes you can use the nik collection as standalone programs but much easier to use as a plugin they are designed to do a limited number of tasks well.
